I am also to refer to a copy of a despatch from the Governor of Hong Kong dated the 23rd of December reporting on the political situation in China and at Canton in particular, and to a copy of a despatch dated the 24th of December in which the Governor forwards a copy of a report by Mr. A. G. u. Fletcher on his visit to Canton and furnishes his further observations on the position, both of which have been comunicated to you semi-officially in advance of this latter. The Secretary of State proposes, if Sir A. Chamberlain agress, express his satisfaction at the fact and scretion displayed by the Governor and Mr. Fletcher in handling the situation.
